Testimony on Behalf of Insurance Agents to the Assembly Health Committee, October 31, 2007
This is the testimony I intended to give present at the Assembly Health Committee’s informational hearing on Governor Arnold Schwarzenegger’s health care reform plan. As often happens, however, the time allotted to presenters was cut, in this case substantially. So I was able to cover about half of what’s here. However, the testimony was distributed to the Committee (and copies are being sent to all lawmakers) along with a copy of CAHU’s Healthy Solutions reform plan. Health Insurance Connectors & Exchanges: A Primer for State Officials, September 2007
The Robert Wood Johnson Foundation prepared this primer to give elected officials a quick summary of Connectors and Exchanges. It includes how these vehicles differ from the Purchasing Pools popular in 1990 health care reform legislation.

Draft Health Care Reform Package, September 27, 2007:

    The notion of Health Care Reform immediately connects with a very intense set of local, regional and national traditions. Many of these traditions, even without intent, are individually and in combination very resistant to change. I am of a mind set that equitably accessible Primary Health Care should be the first goal for any national Health Care Reform. This goal should be in process prior to any attempt at solving the financial inequities that currently exist. To this end, I offer:
